Possible impacts of the new nitrogen application legislation on high quality wheat production in Germany

In July 2014, the European Commission called on Germany to take stronger measures to combat pollution caused by nitrates in groundwater and in surface waters with regard to the transposition of the Nitrates Directive.
The programme drawn up by German federal states for the transposition of the Water Framework Directive makes a contribution towards reducing nitrogen inputs from agriculture. A question therefore arises: are these new constraints on nitrogen fertilisation a threat to German high protein wheat production, exported all around the world? The experience of Denmark, where the nitrogen legislation has been very restrictive over the past 20 years, shows a real impact not only on protein content but also on wheat yield.
In this report (24 pages), you will find an overview on the new legislation in force in Germany, on wheat production (varieties, yield and quality) and different scenarii regarding German wheat production and quality for the coming years.
